Role Summary

Responsible to review and advise on subdivision, and development permit applications, including discretionary use applications both directly and in consultation with the County’s contracted Planners (ISL Engineering).

Provide interpretations and advice on Land Use Bylaw (LUB) regulations, and the Municipal Development Plan, in line with statutory regulations.

Duties and Responsibilities

Land Use Planning

  • Liaise with the County’s Planning and Development Authority (PDA) to provide administrative support, and maintain land use planning documents and a register of applications for LUB amendments and subdivision proposals.
  • Maintain bylaws required by legislation including Municipal Development Plan, Joint General Municipal Planning (Manning), Joint General Municipal Plan (Peace River), Area Structure Plans and Land Use Bylaw.
  • Prepare amending bylaws as proposed by Council and/or developers and provide recommendations to Council on said amendments in collaboration with PDA.
  • Process road closure bylaws as recommended by the Council.
  • Process all applications to crossroads with underground facilities such as oil and gas pipelines, water lines and telephone cables and ensure Director of Public Works provides input and is kept aware of all such applications.
  • Draft agreements, caveats and registration documents as required for signature and registration at Land Titles Office.

Development Control

  • Meet with landowners/residents to discuss development and planning matters.
  • Conduct site inspections of development applications and subdivision applications as required.
  • Process land use amendments, development/subdivision/oil well applications. Update related listings accurately and in a timely manner.
  • Prepare notices and follow the correct advertising procedure for land use amendments and development permits.
  • Prepare development permits.
  • Prepare Request for Decision (RFD) for development matters and attend Council meetings as a resource person on development issues.
  • Coordinate with Planning Consultants (ISL Engineering) to determine file numbers for all development permits and subdivisions.
  • Execute decisions of the Development Authority, issue notices of decision for all development permits.
  • Prepare correspondence as pertains to development permits and subdivision applications as required.
  • Provide information for invoicing for development permits, subdivision fees and compliance certificates as required.
  • Prepare compliance certificates and provide to requestors, as approved.

Municipal Lands Management

  • Attend Council and applicable public meetings as required. Review unadopted minutes and validate accuracy with respect to assigned files.
  • Prepare RFDs and follow the correct advertising procedures for land use amendments and development permits.
  • Prepare agenda items for lands and development related meetings and provide to Executive Assistant for Council agenda packages.
  • Prepare reports and record monitoring information such as the tracking of oil and gas activity reports submitted to the County.

General

  • Maintain annual list of recipients for Mackenzie News Inc agreement and update the list monthly utilizing landowner/household information from the Taxation Department files.
  • Assist customers with all queries and applications as required.
  • Maintain Land Files with Planning & Development related information.
  • Crosstrain across basic administrative functions within the office, and provide relief support during staff absences, and, for deadline driven activities, as requested by management.
  • Provide general office and support functions, including and not limited to reception/customer service, office and site safety, and general office administration, in a proactive manner.

Education and Experience:
  • Certificate, Diploma, in Business Administration, or a related field.
  • Ongoing professional development (e.g. Applied Land Use Planning, Geographic Information Systems, Public Administration).
  • Proficient in Microsoft Suite, MRF Map System, Bellamy, or similar.
  • Clear Driver’s abstract.
  • Working knowledge of the Municipal Government Act.
Working Conditions:
  • The role is primarily based in an office environment.
  • The role requires engagement with the community, external to the office, to complete site inspections.
