Here are your highlights from the September 8, 2026 Council meeting

Community Initiatives, Engagement, and Advocacy

  • Battle River Pioneer Museum attended as a delegation to request operational funding and grant search support from Council. Council will consider the request for funds during upcoming budget deliberations and advocate the Alberta Museums Association on behalf of the museum
  • Councillors Gloria Dechant, Brent Reese, and Linda Halabisky will help give students at MACS (Manning Aurora Composite) a delicious start to the school day by whipping up breakfast for the Food for Thought Program on September 29
  • Councillor Linda Halabisky will attend PLS (Peace Library System) 40th Anniversary celebration on behalf of the County on September 18
  • Council moved to have Deputy Reeve Kayln Schug will attend the World Suicide Prevention Day Gathering on September 10 in Peace River
  • Reeve Terry Ungarian was appointed to the Manning RCMP Advisory Committee
  • Council motioned to have Councillor Gary These and Deputy Reeve Kayln Schug to attend one day each of the Northern H.E.A.T Conference on September 9 and 10 in Peace River; the conference is an annual 4-day event that brings together some of North America’s leading fire service experts to provide training that is normally in accessible to northern fire departments

Bylaws and Policies

Council rescinded the COVID-19 policy and adopted seven updated policies;

  • Nepotism: New format, no changes to wording
  • Beaver Control: New format, no changes to wording
  • Bereavement and Illness: New format and updated the extended family section
  • Off Duty Misconduct: Updated the 'Special Consideration Social Media' section and removed ‘Social Media’ from policy title
  • Council Advocacy: New format and the addition of the philosophy and purpose, and renewal sections  
  • Coaching & Enforcement: Revised wording to various procedures sections, expanded to include safety-related matters.
  • ASB Rental Equipment: Updated sections 3.4, 3.5, and 3.6 under Ag Fieldman responsibilities; related to fees and rental refusals 

Planning & Development

  • Council approved a subdivision application, with variance conditions, on a portion of NW-33-90-23-W5 where the applicant is creating two (2) 0.1 hectare (0.2 acre) parcels

Corporate Services

  • Two new positions have been created, and one position has been transitioned;
    • Director of Finance has transitioned into Director of Corporate Services: The revised role continues to oversee the County’s financial operations while expanding responsibilities to include broader corporate and administrative functions, better reflecting the County's operational needs
    • Finance Manager (Permanent Full Time): This position alleviates many tasks previously assigned to the Director of Finance and includes managing the day-to-day leadership and administration of the County’s financial operations 
    • Planning & Development (Temporary Full Time, 1 Year Term): To assist with the increase in inquiries and development permits the County is receiving
    • Advertising for the Finance Manager will commence on Tuesday, September 15, and advertising for the Planning & Development Clerk is active 

Infrastructure

  • Council approved $21,160 in capital funds to complete the fencing project at the Manning Municipal Airport
